The problem

License optimization is not the same as cutting shelfware, though the two are cousins. Shelfware is what nobody uses. Optimization is the harder question of whether the people who do use the platform are sitting on the right license at the right price. An approver counted as a full fulfiller, a requester paying for an agent seat, a premium tier bought for a feature two teams touch. None of that shows up as unused, so none of it gets challenged.

Vendors define the role taxonomy, and the taxonomy is rarely in the buyer's favor. On ServiceNow the fulfiller and requester split decides most of the bill. On BMC Helix it is the CI count and the named versus concurrent model. On Jira and Freshservice it is the plan tier and the per agent step. Each one is a place where a cleaner mapping moves the number, and each one is invisible until someone reconciles entitlement against how the platform is genuinely used.

What is the difference between license optimization and shelfware reclamation?

Shelfware reclamation removes seats and modules nobody uses. License optimization goes further, testing whether active users sit on the correct role and tier at the correct price. They work best together: drop the unused, right size the rest.

Will right sizing licenses limit our ability to grow?

Not when the contract is closed correctly. We negotiate reinstatement and ramp rights so seats can be added back at agreed pricing, which means optimizing down now does not become a cost when a team scales up later.
